Prolongé d’une journée, le premier Séminaire Gouvernemental de la 7e République a repris ce matin du 8 juin dans la salle de conférence de la Cité des Chefs d’État de la CEMAC. Les travaux se déroulent sous le leadership du Premier ministre, Chef du Gouvernement, Monsieur Félix MOLOUA.
Cette quatrième journée a été articulée autour de deux types d’exposés : la présentation des actions du Groupe 5 relatif au changement climatique et deux interventions sur le changement de mentalités, le leadership et la bonne gouvernance.
L’exposé du Groupe 5 a permis aux participants d’échanger sur les pistes d’action préconisées. Trois axes majeurs ont retenu l’attention :
1. Vente du crédit carbone : valoriser le potentiel forestier centrafricain sur les marchés internationaux ;
2. Valorisation de la culture centrafricaine : en faire un levier de cohésion et d’attractivité ;
3. Industrialisation du tourisme : transformer le patrimoine naturel et culturel en moteur de croissance économique.
Deux présentations ont ensuite abordé la dimension humaine de la transformation. La première a porté sur le changement des mentalités, condition indispensable pour moderniser l’administration. La seconde a analysé l’interaction entre l’éthique et la bonne gouvernance dans la conduite des actions gouvernementales.
À la suite de ces exposés, les séminaristes ont échangé sur les différents concepts. Les débats ont mis en évidence la nécessité d’allier performance technique et exemplarité morale pour gagner la confiance des populations.

Les travaux se poursuivent avec la lecture et l’adoption des recommandations issues des trois jours précédents. Elles serviront de base à la feuille de route gouvernementale qui sera présentée lors de la cérémonie de clôture du séminaire.

GOVERNMENT SEMINAR DAY 4: CLIMATE, MINDSETS, AND GOOD GOVERNANCE AT THE HEART OF THE DISCUSSIONS
Extended by one day, the first Government Seminar of the 7th Republic resumed this morning, June 8, in the conference room of the CEMAC Heads of State Complex. The proceedings are taking place under the leadership of Prime Minister and Head of Government Félix MOLOUA.
This fourth day centered on two types of presentations: a report on the actions of Group 5 regarding climate change and two presentations on changing mindsets, leadership, and good governance.
The Group 5 presentation allowed participants to discuss the recommended courses of action. Three major areas received particular attention:
1. Carbon credit sales: leveraging the Central African Republic’s forestry potential on international markets;
2. Promoting Central African culture: making it a lever for social cohesion and attractiveness;
3. Industrialization of tourism: transforming natural and cultural heritage into an engine of economic growth.
Two presentations then addressed the human dimension of transformation. The first focused on changing mindsets, an essential prerequisite for modernizing the administration. The second analyzed the interaction between ethics and good governance in the conduct of government actions.
Following these presentations, the seminar participants discussed the various concepts. The discussions highlighted the need to combine technical performance with moral integrity in order to earn the trust of the public.
Work continues with the review and adoption of the recommendations from the previous three days. These will serve as the basis for the government’s roadmap, which will be presented during the seminar’s closing ceremony
