Les travaux du premier Séminaire Gouvernemental de la 7e République ont repris ce samedi à la Cité des Chefs d’État. Après l’ouverture présidée par le Premier ministre, Chef du Gouvernement, Félix MOLOUA, la deuxième journée a été entièrement consacrée aux présentations des partenaires techniques et financiers.
Union européenne : sécurité, routes et gouvernance
L’Ambassadeur, Chef de Délégation de l’Union européenne en Centrafrique, M. Scalona PATUREL, a ouvert les interventions. Il a rappelé que l’appui de l’UE au Gouvernement centrafricain repose sur plusieurs axes :
- Sécurité : formation des Forces de Sécurité Intérieure et appui à leur redéploiement à l’intérieur du pays ;
- Infrastructures : réhabilitation de tronçons routiers en milieu urbain et rural
- Secteurs sociaux et politiques : appui au processus électoral, à l’éducation, au développement économique et à la mise en œuvre du Plan National de Développement.
AFD et MINUSCA : exécution et reconfiguration
L’Agence Française de Développement, bras opérationnel de la France, a complété la présentation de l’UE en détaillant quelques projets d’exécution en cours.
De son côté, le Coordonnateur humanitaire de la MINUSCA, M. AG AYOYA, a exposé les actions de la mission onusienne aux côtés du Gouvernement. La reconfiguration du dispositif de la MINUSCA a dominé les échanges, dans l’optique d’adapter le mandat aux priorités actuelles de stabilisation.
PNUD et FIDA : résilience et relance agropastorale
La Représentante résidente du PNUD, Mme Zahira VIRANI, est revenue sur l’appui de son institution au développement durable de la RCA. « Beaucoup de choses ont été faites pour la stabilité, mais beaucoup de défis restent », a-t-elle reconnu.
Le FIDA a présenté son portefeuille actif : PREPAS pour la relance de la production agropastorale dans les savanes, PEAJ axé sur l’élevage, PREPAM et PARCA dédié à l’agrobusiness et à l’adaptation au climat, ce dernier étant en cours d’approbation.
South Bridge : crédibilité budgétaire et coordination
Enfin, le Cabinet South Bridge , qui accompagne le Gouvernement, a présenté ses trois axes d’intervention : mobilisation des ressources, restauration de la crédibilité budgétaire et coordination des Partenaires Techniques et Financiers.
Cette deuxième journée a permis de dresser un état des lieux précis de la coopération internationale et d’aligner les interventions des partenaires sur les priorités du Gouvernement. Les travaux se poursuivront.

GOVERNMENT SEMINAR DAY 2: PARTNERS OUTLINE THEIR SUPPORT FOR THE 7TH REPUBLIC
The proceedings of the first Government Seminar of the 7th Republic resumed this Saturday at the Cité des Chefs d’État. Following the opening session presided over by Prime Minister and Head of Government Félix MOLOUA, the second day was entirely devoted to presentations by technical and financial partners.
European Union: Security, Roads, and Governance
The Ambassador and Head of the European Union Delegation to the Central African Republic, Mr. Scalona PATUREL, opened the proceedings. He reiterated that the EU’s support for the Central African Government is based on several key areas:
1. Security: training of the Internal Security Forces and support for their redeployment within the country;
2. Infrastructure: rehabilitation of road sections in urban and rural areas;
3. Social and political sectors: support for the electoral process, education, economic development, and the implementation of the National Development Plan.
AFD and MINUSCA: Implementation and Reconfiguration
The French Development Agency (AFD), France’s operational arm, supplemented the EU’s presentation by detailing several ongoing implementation projects.
For his part, the MINUSCA Humanitarian Coordinator, Mr. AG AYOYA, outlined the UN mission’s actions in support of the Government. Discussions focused on the reconfiguration of MINUSCA’s operational structure, with a view to adapting its mandate to current stabilization priorities.
UNDP and IFAD: Resilience and Agro-Pastoral Recovery
The UNDP Resident Representative, Ms. Zahira VIRANI, discussed her organization’s support for sustainable development in the CAR. “Much has been done to promote stability, but many challenges remain,” she acknowledged.
IFAD presented its active portfolio: PREPAS for the revival of agro-pastoral production in the savannas, PEAJ focused on livestock, PREPAM, and PARCA dedicated to agribusiness and climate adaptation, the latter currently awaiting approval.
South Bridge: Fiscal Credibility and Coordination
Finally, the South Bridge firm, which advises the Government, presented its three areas of focus: resource mobilization, restoration of fiscal credibility, and coordination of technical and financial partners.
