LE PREMIER MINISTRE A LANCÉ LE PROGRAMME DE L’ARC EN RÉPUBLIQUE CENTRAFRICAINE

Le Premier Ministre, Chef du Gouvernement monsieur Félix MOLOUA a présidé ce 27 Août 2026 dans la salle de conférence du Ledger Plaza la cérémonie de lancement du programme de l’African Risk Capacity (ARC) en République Centrafricaine.

En présence de Mme Josiane BEMAKASSOUI , Ministre de l’action humanitaire, de monsieur Bruno YAPANDE, ministre de l’administration du territoire et de nombreux invités, le Chef du Gouvernement a lancé officiellement le programme ARC en Centrafrique.

« L’African Risk Capacity est une institution spécialisée de l’Union Africaine engagée dans le renforcement des capacités des États et le financement des risques liés aux catastrophes naturelles, notamment aux évènements climatiques et épidémiques. »

Le programme ARC met à la disposition des États des instruments, des données et une expertise permettant notamment d’améliorer la modélisation des risques, la planification d’urgence et l’accès à des mécanismes de transfert et de financement des risques, notamment à travers l’assurance paramétrique.

Pour le Premier Ministre, le succès du programme en Centrafrique dépendra de la capacité nationale à se l’approprier, à l’intégrer dans les mécanismes nationaux et à le rendre pleinement opérationnel.

Dans ce sens, la République Centrafricaine dispose déjà d’un groupe technique de travail multisectoriel, principal cadre national de coordination technique du programme.

Pour terminer ses propos, monsieur MOLOUA a invité les différents départements ministériels impliqués dans le programme à travailler en interminisrérialité et à poursuivre le processus d’examen de ratification du traité portant création de l’ARC.

PRIME MINISTER LAUNCHES THE ARC PROGRAM IN THE CENTRAL AFRICAN REPUBLIC

The Prime Minister and Head of Government Félix MOLOUA presided over the launch ceremony for the African Risk Capacity (ARC) program in the Central African Republic on August 27, 2026, in the conference room of the Ledger Plaza.

In the presence of Mrs. Josiane BEMAKASSOUI, Minister of Humanitarian Action; Mr. Bruno YAPANDE, Minister of Territorial Administration; and numerous guests, the Head of Government officially launched the ARC program in the Central African Republic.

“The African Risk Capacity is a specialized agency of the African Union dedicated to strengthening the capacities of member states and financing risks related to natural disasters, particularly climate-related events and epidemics.”

The ARC program provides states with tools, data, and expertise to improve risk modeling, emergency planning, and access to risk transfer and financing mechanisms, particularly through parametric insurance.

According to the Prime Minister, the program’s success in the Central African Republic will depend on the country’s ability to take ownership of it, integrate it into national mechanisms, and make it fully operational.

To this end, the Central African Republic already has a multisectoral technical working group, which serves as the primary national framework for the program’s technical coordination.

In closing, Mr. MOLOUA called on the various ministerial departments involved in the program to collaborate across ministries and to continue the process of reviewing the ratification of the treaty establishing the ARC.
