BANGUI: LE COMITE STRATÉGIQUE FAIT LE POINT SUR LES DERNIERS DISPOSITIFS DU SECOND TOUR DES LÉGISLATIVES DU 26 AVRIL 2026

Sous la présidence du Premier ministre, Chef du Gouvernement, Félix Moloua, président du Comité stratégique d’appui au processus électoral, s’est tenue ce vendredi à Bangui la réunion dudit comité. Objectif : s’assurer que tous les dispositifs sont en place pour le second tour des législatives et les partielles prévues dans le pays.

Assisté du Président de l’Autorité Nationale des Élections (ANE), M. Mathias Mourouba, et du Ministre de l’Administration du Territoire, M. Bruno Yapandé, le Premier ministre a réuni l’ensemble des membres du Comité. Étaient également présents les représentants des départements ministériels concernés, des Forces de défense et de sécurité, ainsi que les partenaires techniques et financiers, dont la MINUSCA, l’Union européenne et le PNUD.

Les points examinés concernaient la logistique, la sécurité, et la communication

Le Comité a passé en revue les derniers préparatifs :

– Déploiement du matériel : Acheminement des bulletins, urnes et isoloirs dans les circonscriptions concernées par le second tour et les partielles. L’ANE a confirmé que 95% du matériel sensible est déjà pré-positionné.

– Plan de sécurisation : Les FSI, appuyées par la MINUSCA, ont présenté le dispositif pour sécuriser les bureaux de vote, les axes routiers et les centres de compilation. Focus particulier sur les zones encore fragiles.

– Communication et sensibilisation : Le Ministre de la Communication et le HCC ont détaillé le plan média pour l’égalité de temps d’antenne et la lutte contre la désinformation.

– Accréditation des Observateurs : Plus de 300 observateurs nationaux et internationaux déjà accrédités par l’ANE.

Ouvrant la séance, Félix Moloua a rappelé l’enjeu : Le second tour doit parachever un cycle électoral crédible et apaisé. Chaque institution doit jouer sa partition. Zéro improvisation, zéro relâchement. L’État sera au rendez-vous.

Le Chef du Gouvernement a instruit tous les acteurs à remonter en temps réel les difficultés éventuelles via la cellule de veille mise en place à la Primature.

Le Président de l’ANE, Mathias Mourouba, a réaffirmé que le calendrier sera tenu. « Les listes électorales sont consolidées, les membres des bureaux de vote sont formés et les fonds pour leur prise en charge sont disponibles. Nous appelons les candidats et les électeurs au calme et au respect du Code électoral »_, a-t-il déclaré.

Le Ministre Bruno Yapandé a, pour sa part, indiqué que les préfets et sous-préfets sont mobilisés pour appuyer l’ANE et faciliter le travail des FSI sur le terrain.

Fin de la campagne le vendredi 24 avril à minuit. Scrutin le dimanche 26 avril 2026. La compilation des résultats se fera au Centre de Traitement des Données de l’ANE à Bangui.

‎BANGUI: STRATEGIC COMMITTEE REVIEWS LATEST ARRANGEMENTS FOR THE SECOND ROUND OF THE APRIL 26, 2026 LEGISLATIVE ELECTIONS

Chaired by Prime Minister and Head of Government Félix Moloua, who also serves as chair of the Strategic Committee for Electoral Process Support, the committee held a meeting this Friday in Bangui. The objective was to ensure that all arrangements are in place for the second round of the legislative elections and the by-elections scheduled across the country.

‎Assisted by the President of the National Electoral Authority (ANE), Mr. Mathias Mourouba, and the Minister of Territorial Administration, Mr. Bruno Yapandé, the Prime Minister convened all members of the Committee. Also present were representatives from the relevant ministerial departments, the defense and security forces, as well as technical and financial partners, including MINUSCA, the European Union, and the UNDP.

‎The issues discussed concerned logistics, security, and communication

‎The Committee reviewed the final preparations:

‎- Deployment of materials: Delivery of ballots, ballot boxes, and voting booths to the constituencies involved in the second round and the by-elections. The ANE confirmed that 95% of sensitive materials have already been pre-positioned.

‎- Security plan: The FSI, supported by MINUSCA, presented the measures to secure polling stations, major roads, and vote-counting centers. Particular focus was placed on areas that remain fragile.

‎

‎- Communication and Awareness-Raising: The Minister of Communication and the HCC outlined the media plan for equal airtime and the fight against misinformation.

‎- Observer Accreditation: More than 300 national and international observers have already been accredited by the ANE.

‎Opening the session, Félix Moloua reiterated the stakes: The second round must bring a credible and peaceful electoral cycle to a close. Every institution must play its part. Zero improvisation, zero complacency. The State will be ready.

‎The Head of Government instructed all stakeholders to report any difficulties in real time through the monitoring unit established at the Prime Minister’s Office.

‎The President of the ANE, Mathias Mourouba, reaffirmed that the schedule will be adhered to. “The voter rolls have been finalized, polling station staff have been trained, and funds to cover their expenses are available. We call on candidates and voters to remain calm and respect the Electoral Code,” he stated.

‎Minister Bruno Yapandé, for his part, indicated that prefects and sub-prefects have been mobilized to support the ANE and facilitate the work of the Independent Electoral Commission (FSI) on the ground.

‎The campaign ends on Friday, April 24, at midnight. Voting takes place on Sunday, April 26, 2026. Results will be compiled at the ANE’s Data Processing Center in Bangui.
