Le ministre contrôleur général du secteur para-public à la Primature monsieur Roméo GRIBINGUI a présidé ce 26 Août 2025 dans la salle de conférence du Bureau d’Affrêtement Routier de Centrafrique (BARC), la cérémonie du lancement des travaux du comité chargé de faire l’audit d’exploitation de la Société d’Etat chargée de la Gestion des Abattoirs ( SEGA.)

Ce comité a été mis en place par le Premier Ministre, Chef du Gouvernement conformément au contrat d’affermage qui lit l’Etat Centrafricain au privé DJIBO Service. Ce contrat permet à ce privé de gérer les abattoirs pendant un certain temps. Après 2 ans, le gouvernement doit examiner la performance d’exploitation du secteur des abattoirs pour voir s’il faut garder le « fermier » ou lancer un nouvel appel d’offre afin d’en trouver un autre.

Ce comité est interministériel et comprend aussi des représentants de certains acteurs du secteur comme l’association nationale des bouchers de Centrafrique et le syndicat des bouchers.

Il a 30 jours pour rendre son rapport au Premier Ministre qui se chargera de le présenter au conseil des ministres qui décidera de la suite à donner.

Le ministre contrôleur général a rappelé aux membres du comité les principes qui vont gouverner les travaux notamment la disponibilité, la confidentialité et la responsabilité de tous les membres avant d’élaborer une méthodologie de travail. À cet effet, 2 commissions de travail ont été mises en place. La commission technique qui se chargera de voir tous les aspects techniques de l’exploitation de la SEGA et évaluer tous les investissements contenus dans le cahier de charge de DJIBO Service. La commission financière qui évaluera la performance financière de la SEGA et la rétrocession des 25% sur le compte de l’état.

LAUNCH OF THE COMMITTEE RESPONSIBLE FOR AUDITING SEGA’S OPERATIONS

On August 26, 2025, Mr. Roméo GRIBINGUI, Minister Controller General of the para-public sector at the Prime Minister’s Office, presided over the ceremony to launch the work of the committee responsible for auditing the operations of the Société d’Etat chargée de la Gestion des Abattoirs (SEGA) in the conference room of the Bureau d’Affrêtement Routier de Centrafrique (BARC).

This committee was set up by the Prime Minister, Head of Government, in accordance with the leasing contract between the Central African State and the private company DJIBO Service. This contract allows the private company to manage the abattoirs for a certain period of time. After 2 years, the government must examine the operating performance of the slaughterhouse sector to see whether to keep the « farmer » or launch a new call for tenders to find another.

This inter-ministerial committee also includes representatives of certain players in the sector, such as the national butchers’ association of the Central African Republic and the butchers’ union.

It has 30 days to submit its report to the Prime Minister, who will then present it to the Council of Ministers, which will decide what action to take.

The Minister-Controller General reminded committee members of the principles that would govern their work, notably the availability, confidentiality and responsibility of all members, before drawing up a working methodology. To this end, 2 working committees have been set up. The technical commission, which will be responsible for reviewing all the technical aspects of SEGA’s operations and evaluating all the investments contained in DJIBO Service’s terms of reference. The financial commission, which will assess SEGA’s financial performance and the retrocession of the 25% to the state account.
