Une audience accordée à la délégation de la Banque Mondiale et la réunion élargie du comité stratégique d’appui au processus électoral ont constitué l’essentiel des activités du Premier Ministre, Chef du Gouvernement de cette journée de travail.
Le Premier Ministre, Chef du Gouvernement monsieur Félix MOLOUA a reçu en son cabinet en audience la délégation de la Banque Mondiale conduite par le représentant résident en Centrafrique monsieur Guido RURANGWA. La présentation d’un nouveau produit analytique de la Banque a été l’objet de cette rencontre. Ce produit est le rapport sur la croissance économique et l’emploi qui est élaboré chaque 5 ans et permet de déterminer les contraintes liées à la croissance économique et à l’emploi afin d’y apporter des réformes qui vont aider à créer des ressources et reverser ainsi le cours de la pauvreté pour les États.
Ensuite le Chef du Gouvernement a présidé dans la salle de conférence de Ledger Plaza la réunion élargie du comité stratégique d’appui au processus électoral. Cette rencontre a regroupé des acteurs du processus électoral, gouvernement, autorité nationale des élections (ANE), la société civile, les partis politiques ainsi que les partenaires techniques et financiers qui soutiennent ledit processus.
Durant la réunion élargie, le président de l’ANE a présenté l’état d’avancement des préparatifs des scrutins groupés du 28 Décembre, la convocation du corps électoral, l’enregistrement des candidatures, la commande passée pour les matériels sensibles et non-sensibles pour le jour des scrutins. Le gouvernement centrafricain par l’entremise du ministre des finances et du budget monsieur Hervé NDOBA a signé séance tenante l’accord de financement d’environ 3 milliards de F CFA pour l’achat des matériels électoraux avec la nouvelle Représentante résidente du Programme des Nations Unies pour le Développement PNUD. Ce qui est un appui non-négligeable dans le budget électoral et réduit aussi le gap des 12 milliards de F CFA du budget électoral initial. Un geste très important et apprécié par les représentants des partenaires techniques et financiers dont monsieur GBAGUIDI de la division électorale de la MINUSCA.
« La République Centrafricaine est prête pour aller aux urnes le 28 Décembre 2025 » a rassuré le Premier Ministre, Chef du Gouvernement à la fin de cette réunion. Il a « remercié au nom du Président de la République, Chef de l’Etat Son Excellence Pr Faustin Archange TOUADERA, tous les partenaires du processus électoral qui ont déjà contribué et ceux qui vont continuer de soutenir le processus jusqu’au bout. Le travail qui se fait actuellement va dans le sens pour donner espoir à un peuple qui n’aspire qu’à la paix. Grâce à vos contributions le processus se poursuit et tout est mis en œuvre pour sa réussite » a conclu le Chef du Gouvernement.
Rappelons que le corps électoral a été convoqué par décret signé le 29 Septembre par le Président de la République et aboutira le 28 Décembre 2025 à la tenue du 1er tour des 4 scrutins: présidentiel, législatif, régional et municipal. La RCA est définitivement engagée dans un processus électoral irréversible.

THE PRIME MINISTER’S ACTIVITIES ON SEPTEMBER 30, 2025: AUDIENCE GRANTED TO A WORLD BANK DELEGATION AND MEETING OF THE STRATEGIC COMMITTEE SUPPORTING THE ELECTORAL PROCESS
An audience granted to the World Bank delegation and the expanded meeting of the strategic committee supporting the electoral process constituted the bulk of the activities of the Prime Minister, Head of Government, on this working day.
The Prime Minister, Head of Government, Mr. Félix MOLOUA, received in his office a delegation from the World Bank led by the resident representative in the Central African Republic, Mr. Guido RURANGWA. The purpose of the meeting was to present a new analytical product from the Bank. This product is the report on economic growth and employment, which is produced every five years and identifies the constraints on economic growth and employment in order to bring about reforms that will help to create resources and thus reverse the course of poverty for states.
The Head of Government then chaired an expanded meeting of the strategic committee supporting the electoral process in the Ledger Plaza conference room. This meeting brought together stakeholders in the electoral process, the government, the National Electoral Authority (ANE), civil society, political parties, and the technical and financial partners supporting the process.
During the extended meeting, the president of the ANE presented the progress made in preparations for the December 28 elections, the convening of the electorate, the registration of candidates, and the order placed for sensitive and non-sensitive materials for election day. The Central African government, through the Minister of Finance and Budget, Mr. Hervé NDOBA, signed an agreement on the spot for approximately 3 billion CFA francs to purchase election materials with the new Resident Representative of the United Nations Development Program (UNDP). This is a significant contribution to the election budget and also reduces the gap of 12 billion CFA francs from the initial election budget. It is a very important gesture that has been appreciated by the representatives of technical and financial partners, including Mr. GBAGUIDI from the MINUSCA electoral division.
“The Central African Republic is ready to go to the polls on December 28, 2025,” the Prime Minister, Head of Government, reassured at the end of the meeting. He « thanked, on behalf of the President of the Republic, Head of State His Excellency Prof. Faustin Archange TOUADERA, all the partners in the electoral process who have already contributed and those who will continue to support the process until the end. The work currently being done is giving hope to a people who aspire only to peace. Thanks to your contributions, the process is continuing and everything is being done to ensure its success, » concluded the Head of Government.
It should be noted that the electorate was convened by a decree signed on September 29 by the President of the Republic and will culminate on December 28, 2025, with the first round of four elections: presidential, legislative, regional, and municipal. The CAR is definitively committed to an irreversible electoral process.
