‎

‎

‎

‎

‎BELOW IS THE ENGLISH VERSION

‎

‎COMBATING ILLEGAL BARRIERS: THE PRIME MINISTER HONORS SIX DESERVING OFFICIALS

‎

‎Following the phase of sanctions against officials who acted improperly, it is now time for recognition. Six government officials received certificates of commendation from Prime Minister and Head of Government Félix MOLOUA.

‎The formal ceremony took place in the lobby of the Prime Minister’s Office, in the presence of the Minister of Transportation and Civil Aviation, Mr. Djono AHABA Gontran; the Minister of Public Security and the Interior, Mr. Bienvenu ZOKOUE; members of the cabinet; and officials from the Mobile Brigade for the Dismantling of Illegal Roadblocks.

‎A total of six recipients—including Customs Office Chiefs, Police Commissioners, Sub-Prefects, and Deputy Mayors from the towns of Bambari, Beloko, and Berberati—were honored for their exemplary conduct. These sons of the nation acted with rigor and patriotism, in accordance with the Republic’s instructions and in strict compliance with the law.

‎These officers distinguished themselves particularly in the implementation of the decree establishing penalties for offenses related to illegal roadblocks.

‎Presenting the results of the operation, the coordinator of the Mobile Brigade reported convincing results: 170 illegal roadblocks dismantled throughout the territory, and several corrupt officers apprehended, arrested, brought to justice, and sentenced to 8 months in prison.

‎This decisive action by the government has contributed significantly to two major objectives:

‎1. Ensuring the free movement of people and goods, subject only to legal and regulatory barriers.

‎2. To replenish the state’s coffers through a substantial increase in tax and customs revenues.

‎

‎This strategic measure, implemented on the instructions of the Prime Minister, Head of Government, aims to secure state revenues in order to sustainably improve the living conditions of the population.

‎Speaking on the occasion, Prime Minister Félix MOLOUA reiterated that this initiative has the full support and encouragement of the President of the Republic, Prof. Faustin Archange TOUADERA, who has called for its intensification throughout the entire national territory.

‎This sends a strong signal that impunity is over and that merit will henceforth be recognized and rewarded in the Central African Republic.

‎

‎The Prime Minister, Head of Government, stood alongside the Head of State to set an example for the population.

‎

‎The “Kwa Ti Kodro” citizen initiative saw strong public participation on Saturday, October 17, 2026, at Kilometer 5 in Bangui’s third district. Prime Minister and Head of Government Félix MOLOUA stood alongside the President of the Republic, Prof. Faustin Archange TOUADERA, for this day of civic action.

‎From the early hours of the morning, Kilometer 5 buzzed with the sound of shovels, wheelbarrows, and brooms. Members of the government, local authorities from the city of Bangui, community leaders, organizations supporting President Touadera, and associations fighting against unsanitary conditions responded in large numbers to the call.

‎

‎The highlight of the day was the removal of the piles of garbage littering the Mamadou MBAÏKI market, which had become a veritable open-air dump. The President of the Republic, with his sleeves rolled up, personally helped remove the trash, thereby setting the tone for the operation.

‎In his remarks for the occasion, the Head of State once again urged the public to take ownership of this public service initiative.

‎“Kwa Ti Kodro is not just the government’s responsibility. It is everyone’s responsibility. A healthy environment is the people’s best medicine,” he emphasized to the applause of the crowd.

‎

‎This initiative, which is part of the vision for a clean and healthy Bangui, continues to bear fruit. Km5, a cosmopolitan neighborhood and the economic heart of the capital, regained its luster this Saturday, much to the delight of shopkeepers and residents.

THE SECOND PLENARY MEETING OF THE NATIONAL COMMISSION FOR BORDER MANAGEMENT

The high-tech conference room of the National Social Security Fund (CNSS) hosted the second plenary meeting of the National Commission for Border Management on Friday, October 16.

Prime Minister and Head of Government Félix MOLOUA presided over the opening ceremony of the meeting. Two members of the government, as well as several officials from the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA), took part.

The Prime Minister welcomed today’s meeting, which follows the launch in 2023 of the National Commission for Border Management and the opening of the joint border post at Bemberé. It should serve as an opportunity to reflect on the challenges facing the border, which is not only a place where people live but also a gateway for criminal activities.

The management of border areas also facilitates the development of economic activities.

It is worth noting that the UN Security Council has commended the Central African government’s leadership in border management, and MINUSCA strongly supports the Central African government in this effort. MINUSCA expressed the hope that these efforts will help consolidate the gains made and strengthen synergies among all stakeholders.

BELOW IS THE ENGLISH VERSION

THE 8TH GRANT FROM THE GLOBAL FUND TO THE CENTRAL AFRICAN REPUBLIC

Prime Minister and Head of Government Mr. Félix MOLOUA received a delegation from the Global Fund to Fight AIDS, Malaria, and Tuberculosis, led by Dr. Manassé KASSI NGUESSAN, portfolio manager for the Central African Republic. The delegation was introduced to the Head of Government by the Minister of Public Health and Population, Dr. Pierre SOMSE.

The finalization of the Global Fund’s 8th grant was the main topic of discussion during this meeting.

This grant is designed to cover a three-year period beginning January 1, 2027, and amounts to 115 million euros.

According to Dr. KASSI NGUESSAN, “The Central African Republic is one of the Global Fund’s best partners, and the Central African President is one of the Global Fund’s champions.” The CAR is one of the countries that contributes to this fund.

He encouraged the Central African government to ensure that the funds reach the beneficiaries.

For his part, the Prime Minister thanked the Global Fund for its support of his country amid a global context of scarce funding. He reassured his guests that the beneficiary population of the Central African Republic will indeed receive this grant.

It is worth noting that, as part of his mission to implement the political vision of the President of the Republic and Head of State, His Excellency Prof. Faustin Archange TOUADERA, the Prime Minister has placed the issue of health at the center of his policy. This is linked to human capital development.

The 8th grant from the Globa

l Fund to Fight AIDS, Malaria, and Tuberculosis comes at just the right time to help improve the living conditions of the population.

The Prime Minister and Head of Government, Mr. Félix MOLOUA, granted an audience early this morning to the Deputy Executive Director of the non-governmental organization Finn Church Aid (FCA), Mr. Ikali KARVINEN, who has been on a working visit to Bangui since October 12.

The two officials discussed the collaborative relationship between the Central African Republic and the NGO FCA.

Upon leaving his meeting with the Head of Government, Mr. KARVINEN thanked him for the discussion before outlining to the press some of the key points of the meeting. These included collaboration between international NGOs and the CAR in implementing the National Development Plan (PND), job creation, and support for education in the Central African Republic, which should benefit both students and teachers.

It is important to emphasize that education for Central Africans is one of the government’s priorities, and any initiative aimed at supporting education can only be beneficial. The support announced by the FCA’s Deputy Executive Director for the CAR’s education system comes at just the right time as the 2026–2027 school year begins.

BELOW IS THE ENGLISH VERSION

PATRIOTIC MONDAY AT THE MINISTRY OF HEALTH AND POPULATION: UNITY IN WORK TO ACHIEVE RESULTS

The Prime Minister and Head of Government, Mr. Félix MOLOUA, presided today over the national flag-raising ceremony on the steps of the Ministry of Public Health and Population.

He was greeted upon his arrival by the Head of the Department, Dr. Pierre SOMSE, who was surrounded by nearly all of his staff.

Following the flag-raising ceremony performed by the defense and security forces assigned to the ministry, the audience sang the national anthem, “La Renaissance,” with enthusiasm and conviction.

The Head of Government then took the floor to encourage civil servants and government officials responsible for health issues to work in unity to produce tangible results that will contribute to improving the living conditions of the Central African people.

He also urged the audience to combat corruption in all its forms, in accordance with the wishes of the President of the Republic and Head of State, His Excellency Prof. Faustin Archange TOUADERA. “Our country has great potential. It is a land flowing with milk and honey. We must work together so that our children and our people may benefit from this milk and honey…” concluded the Prime Minister.

It is important to note that despite the call for a “city-wide strike” issued by a few individuals claiming to represent civil society, civil servants and government employees from the Ministry of Health turned out in large numbers to take part in this patriotic ceremony, which is held every Monday to rekindle the flame of love for the homeland in the hearts of all Central Africans.

BELOW IS THE ENGLISH VERSION

ROUNDTABLE ON THE GOVERNMENT’S ACHIEVEMENTS

Dr. Evariste NGAMANA, Minister of State for Communication and Media and government spokesperson, met today with media professionals in the conference room of the Ledger Plaza in Bangui. The announcement of the roundtable discussion on the achievements of the first government of the 7th Republic, scheduled for October 9 in Studio A of the national television station TCF, was the main topic discussed during the press conference. According to the Head of the Communications Department, this is an exercise in accountability—not merely a public relations effort—that demonstrates the government’s responsibility. Through this exercise, the government is reporting directly to the public.

The exercise comes 100 days after the Central African Parliament’s vote of confidence in the government’s general policy statement, which took place on July 1.

During this accountability session, Prime Minister and Head of Government Félix MOLOUA, accompanied by his cabinet, will engage in an interactive dialogue with journalists and members of the public who will call in live to ask questions.

This marks a first in the political history of the Central African Republic: under the enlightened leadership of the President of the Republic and Head of State, His Excellency Prof. Faustin Archange TOUADERA, the Government of Stabilization and Transformation will present the actions taken during its first 100 days and engage in a dialogue with Central Africans wherever they may be via telephone. Central Africans have the right to know what their government is doing to improve their living conditions.

Taking advantage of this opportunity, the Minister of State reaffirmed the government’s position on the global rise in petroleum product prices.

He also answered numerous questions from members of the media.

‎

‎

‎THE PRIME MINISTER’S SCHEDULE FOR OCTOBER 8, 2026

‎

‎Prime Minister and Head of Government Félix MOLOUA held two meetings with foreign delegations on October 8 before attending the official building handover ceremony at the Ministry of Public Security.

‎

‎The Prime Minister began his workday by holding a meeting with the head of the European Union delegation, Ambassador Diego Escalona PATUREL. The ambassador came to discuss with Mr. MOLOUA the implementation of projects funded by “Team Europe” in the Central African Republic, notably the Boali 3 power plant and the rehabilitation of the Bouar-Fambele road.

‎“Relations between the European Union and the Central African Republic are in excellent shape,” the European diplomat stated upon leaving the meeting.

‎

‎Subsequently, the Head of Government met with the Ambassador of the Kingdom of Morocco to the Central African Republic, His Excellency Mr. Mustapha El Alami FELLOUSSE, to discuss the excellent diplomatic relations between the two states—Morocco and the CAR—as well as the next steps regarding the National Development Plan (PND) 2024–2028.

‎

‎It should be noted that the Kingdom of Morocco organized the roundtable in Casablanca on mobilizing funding for the National Development Plan in 2025.

‎

‎Finally, the Prime Minister attended the official handover ceremony for the construction and equipping of the building housing the Joint Project Management Unit (UMGP) and the criminal database.

‎Held under the high patronage of the President of the Republic and Head of State, His Excellency Prof. Faustin Archange TOUADERA, the ceremony took place at the Ministry of Public Security in Bangui in the presence of Mrs. Valentine RUGWABIZA, Special Representative of the United Nations Secretary-General and Head of the Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA), whose mission funded the construction.
